The Perth Amboy City Council race in which nine candidates, including three incumbents on separate slates, sought three seats appears to be headed to a runoff next month as preliminary results show none of the candidates with more than 50 percent of the vote.Winners must receive 50 percent plus one vote, according to the City Clerk's office. The runoff election is scheduled for Dec. 6.The seats held by Council President William Petrick, Councilman Joel Pabon and Councilwoman Milady Tejeda were up for election this year, but unlike four years ago when they ran together, this year they each ran on separate slates.
